The Department of Buildings promotes the safety of all people that build, work, and live in New York City by regulating the lawful use of over one million buildings and construction sites across the five boroughs. With a focus on safety, service, and integrity, the Department enforces the City’s Construction Codes, Zoning Resolution, and the New York State Multiple Dwelling Law.
 
What is Operator Qualification? Operator Qualification (OQ) is a training and testing program, in addition to Local and Jurisdictional Licensing requirements, mandated by the New York State Department of Public Service, Pipeline Safety Division under authority of Federal Department of Transportation (U.S. DOT) Pipeline Safety and Hazardous Materials Administration (PHMSA). U.S. DOT's Operator Qualification regulation 49 CFR 192 subpart N, requires Utility Operators to develop and maintain a qualification program for individuals performing certain work on gas pipelines. The individuals performing work in this case are Licensed Master Plumbers within NYC and Licensed Plumbers in Westchester County.
 
Governor Cuomo and National Grid Announce Agreement to Lift Moratorium Immediately (11.25.19)
Governor Andrew M. Cuomo today announced an agreement with National Grid to immediately lift the current moratorium on gas service in Long Island, Queens and Brooklyn. National Grid has identified short-term supply mechanisms that will conservatively meet demand for approximately the next two years, allowing it to restore service to any customers that it had refused and grant all pending applications. National Grid will present a long-term options analysis within three months, subject to a public review process. The long-term options will be in place and functioning in Fall 2021.
